ETF – TRANSITION STUDY FROM SCHOOL TO WORK. MATCHING VET SUPPLY AND LABOUR MARKET DEMAND IN CENTRAL ASIA

Development cooperation delivery mode
Technical assistance - The overall objective of the project is to generate new evidence on the transition from school to employment, to identify typical obstacles in the matching process between graduates and employers and to improve the capacities for evidence-based policy making in the participating countries.

Project cooperation / implementation partners:
Ministry of Education, Ministry of Labor, Employment and Migration, regional and local authorities, VET Schools and other training centers, social partners such as trade unions, employers and employers associations, Chamber of Commerce and Industry, International Donors.

Geographical scope:
The Kyrgyz Republic

Target groups
The survey will be based on a nationally representative sample of 2.000 young people between the age of 15 and 29 years who have left education during the last 5 years.

Policy / Strategy development:
The questions of the survey will focus on the experiences of young people in their transition from education to work and will therefore be examining issues such as: - basic demographic data (age, gender, family status); - educational attainment (highest level reached and period since leaving education); - employment status (employed, unemployed, inactive – this should as a sub category include inactive because of resignation); - work type, work level and workplace as sector (including type of work contract, temporary vs permanent, public vs. private); - current income level; - relevance of educational background to job; - calendar of activities between finishing education and first job; - stableness of job and geographical mobility; - career path; - ways of finding a job (including friends, employment agency, newspaper and family). The results from the ETF transition study will be disseminated to all stakeholders and a wider audience in Kyrgyzstan in order to allow for policy-making based on the evidence of the survey data. In 2012 the preparation of a detailed analytical report including policy recommendations is planned, which will be presented to all interested stakeholders at a dissemination seminar in Kyrgyzstan.

Curriculum Development and Revision
The results of the study can be used for evidence based policy decision making in this field.

Vocational orientation & counseling
New evidence on the transition from school is generated by conducting a respective survey, and the results will be disseminated widely among policy-makers and stakeholders, with the aim of allowing evidence-based policy interventions.

Cross-cutting issues
Vocational Education & Training and Labour Market

Linking VESD with Labour Markets / employers / the public:
Dissemination of the results among key stakeholders in the country.
